Reassuring that as a group we're struggling with it. Proposals for innovation or possible tech accelerators should be agnostic of market conditions - should be provocative and hook on how markets should respond. There's a place for donors like WB and FCDO to step in and improve environments. Need to focus on emerging market realities. Call for proposals should be disconnected from markets. We're going in the right direction, but need to ask more uncomfortable questions so that donors know how to ask.

Either they can transition to market and scale. Different type of modernity. A very closed EnDev thing. We could do this, but it's a big machine. When you use taxpayer money, you need to show results and where it goes at an end. Objective of Challenge Fund - can be a bit more flexible. The discussion is open.

Need to hone in on focus areas that we're going to focus on in the next five years. We saw a lot of value from Tech Roadmap. Interesting to hear from CT experience and Offshore Wind Acceleartor. R&D Fund supports entrepreneurs. There's a real need in providing up front support for entrepreneurs. Need to give people fair access to develop tech. Follow on support is missing - piloting. Need to build holistic package. Important to build pathway.

This platform could ensure connections between donors and players. On the demand led approach, we are trying to do this and it's a key success factor. Not easy to understand demand. Trying to encourage better understanding of demand and make sure it's heard by donors and international community is a key challenge. Coalition can help this.

Summary - we talked about different models of accelerator and innovation, R&D Fund and LEIA. Good examples out there of accelerators. Started to see some challenges in cooperation in innovation between different countries. Maybe something in multi donor initiatives that could help manage this. Coalition could help ensure continuity of funding for particular accelerators and coordinate different donors, funders and actors in sectors. We're aware of who we're supporting in the sector. coordination between programmes is pretty important and it's not easy. Needs time and effort. Not always easy to align programmes. Not always easy to achieve objectives. Coalition provides a space for alignment.
