La primera frase expresa una opinión. Es un estado mental, por lo que usamos presente simple. 

En el segundo ejemplo, el hablante está procesando activamente pensamientos sobre algo. Es una acción en curso, por eso usamos presente continuo.

Algunos otros verbos que a veces son estáticos: agree, appear, be, doubt, feel, guess, have, hear, imagine, look, measure, remember, see, smell, taste, weigh, wish.
