Also, it could be a factor of low education or low skill training and are therefore not able to continue an education because of the low education and not being able to save enough money for school.

Coming from a family in poverty it is much harder to access education and create social connections needed to improve ones place in life. People may need to leave school early to help support the family etc. Currently we do not have a culture that really allows for people to improve themselves though it is getting better with increased grants for education, welfare and unemployment.
