Mr. Dark can be seen as manipulative multiple times throughout the book, as the entire carnival is one big ploy. Mr. Dark has been collecting souls for a while by manipulating people with his carnival, which reveals what type of character he is.

He's been living off them, not exactly taking them. The carnival takes advantage of people's desires and uses it to take their souls.
