         <description><![CDATA[<div>To make Arroz con Leche, first, you need to put  about 2 cups and a half of water into a pot then put the rice in. You let it sit for about 15 minutes or until the rice is soft. Next, you get a different pot and combine cinnamon stick, 2, and 2 cups of water. Let it sit for three-five minutes. Then, you add evaporated milk and condensed milk into the simmered rice. Then you add the cinnamon flavored water to the pot with rice. You add vanilla extract and a tiny amount of salt.
