Coram Kidscape contribute to Anti-Bullying Week each November by creating 'Friendship Friday' resources for younger children.

Bullying is the repetitive, intentional hurting of one person or group by another person or group, where the relationship involves an imbalance of power.

It can happen face to face or online.

This page provides further information about bullying behaviour and states that bullying behaviour can be:

• Physical – pushing, poking, kicking, hitting, biting, pinching etc.

• Verbal  - name calling, sarcasm, spreading rumours, threats, teasing, belittling.

• Emotional – isolating others, tormenting, hiding books, threatening gestures,  ridicule, humiliation, intimidating, excluding, manipulation and coercion.

• Sexual – unwanted physical contact, inappropriate touching, abusive comments, homophobic abuse, exposure to inappropriate films etc.

• Online /cyber – posting on social media, sharing photos, sending nasty text messages, social exclusion

• Indirect - Can include the exploitation of individuals.

ABA has teamed up with the Equality and Human Rights Commission to show the scale and impact of identity-based bullying and help schools take action.

We are asking schools and education authorities to understand who is being bullied in their own schools and to take action to prevent and tackle this issue. To help, we have developed some top tips for schools on how to reduce this type of bullying.

Bullying can happen to any child, and it can have a significant impact on their social, mental, and emotional health. School staff should support all pupils who have experienced/are experiencing bullying – the nature and level of support will depend on the individual circumstances and the level of need.

There is no hierarchy of bullying – all forms should be taken equally seriously and dealt with appropriately.

The ABA provide detailed information and resources regarding each of the main 'at-risk' groups.

Research suggests that the most effective anti-bullying work doesn’t just focus on that one incident, but addresses the root cause of the prejudice

To address the years of unfavourable treatment experienced by some groups, The Equality Act 2010 makes it unlawful to discriminate against people with a ‘protected characteristic’. 

• aim to eliminate unlawful discrimination, harassment and victimisation

• advance equality of opportunity between people who share a protected characteristic and people who do not share it

• try to foster good relations between people who share that protected characteristic and people who do not share it

Banter is an increasingly relevant part of discussions relating to bullying; however, it is important to acknowledge that banter is not inherently bullying and can be an important part of social bonding and friendships. At the same time, we know that some bullying is passed off as ‘just banter’, and that banter can quickly escalate to inappropriate or harmful exchanges and bullying.

Baiting can be used in bullying both on and offline. It can be used to bully someone to get 'a rise' out of them and it can be used to antagonise those who might be bullying others to get them to bully. Sometimes baiting is used secretively to try and get a person to explode in a rage or react negatively/loudly so that they get in to trouble

Sometimes bullying isn’t as straight forward as someone openly being horrible to another person. It can be much more complicated than that. False friendships can sometimes be hard for adults to identify.

‘False friendships’ describe relationships where someone pretends to be your friend, or is your ‘friend’ sometimes, but actually uses their power to bully you.

Research undertaken in Finland by Christina Salmivalli (1996) gave us a greater understanding of the roles involved in bullying. It showed that the traditional view of bullying where there is a ‘victim’ and a ‘bully’ was much more complicated.

This information in its video has been adapted from this model.

Timely and well planned responses to bullying can have a positive affect on lessening the negative impact of bullying on those who experience it.

This page from the ABA provides further information about supporting children who have displayed bullying behaviour and details how staff may be able to support them.

KCSIE 2026 makes clear that bullying can be an indicator of wider safeguarding concerns and that all staff should be alert to its impact on children’s wellbeing, safety and mental health. It expects schools to create a culture where concerns are recognised early, acted upon appropriately, and supported through safeguarding procedures.

The guidance highlights that:

• Bullying, including cyberbullying, can cause significant harm and may be linked to other safeguarding concerns.

• Staff should be vigilant to children who may be vulnerable because of factors such as SEND, mental health needs, prejudicial behaviour or peer-on-peer abuse.

• Schools should have effective safeguarding, behaviour and online safety arrangements to prevent and respond to bullying, harassment and abusive behaviour.

• Safeguarding is everyone's responsibility, and any concerns about bullying that may place a child at risk should be reported and addressed promptly.

This guidance and associated Policy Template for Anti-Bullying, has been written by colleagues in Nottingham City Council and Nottinghamshire County Council (ESHAWH) to reflect the most recent statutory guidance - Keeping children safe in education - GOV.UK (www.gov.uk).

Schools may find it helpful to adapt this policy template for their setting.

We have been supported by colleagues from Nottingham Trent University (Psychology) to quality assure this policy and informed by their research, Professor Lucy Betts and Dr Sarah Burglass have contributed to the sections on banter.

Every school must have measures in place to encourage good behaviour and prevent all forms of bullying. These measures must be communicated to all pupils, school staff and parents/carers. Some schools choose to include this information in their behaviour policy, others choose to have a separate Anti-Bullying Policy. Nottingham City Council and Nottinghamshire County Council supports the view held by the Anti-Bullying Alliance, that a separate Anti-Bullying policy provides greater clarity about a school’s Anti-Bullying strategy. Therefore, each September, we publish an 'Anti-Bullying Guidance and Policy Template' document - this is available to view, download and use.

The Independent School Standards Regulations (England Amendment) 2012 state that the proprietor of an academy or other independent school is required to ensure that an effective anti-bullying strategy and health & safety strategy is drawn up and implemented.

A school’s response to bullying should not start at the point at which a child has been bullied, schools should have a variety of strategies in place to promote friendly behaviours and prevent or discourage bullying-type behaviours. ‘Schools which excel at tackling bullying have created an ethos of good behaviour where pupils treat one another and the school staff with respect because they know that is the right way to behave’

Resource packs usually contain lots of ideas and activities about kindness, friendship, celebrating difference and more. The activities are fun and interactive – and help children to understand that they are never too young to make a difference.

The programme equips students and staff with the tools needed to tackle bullying behaviour head on, transforms the school's approach to Anti-Bullying and aims to create a safer, kinder school community.

Please note – these examples have been taken from other schools. These examples are not intended to be ‘model policies’ but are instead there to inspire you and provide examples of what works for some school communities.

In relation to bullying, the guidance does not focus on bullying as a standalone behaviour issue. Instead, it views bullying as a potential safeguarding concern that may indicate a child is experiencing harm, abuse, discrimination, emotional distress, or other vulnerabilities. Practitioners are expected to identify concerns early, assess the impact on the child, and work together to provide appropriate support and protection.

The guidance also reinforces:

• A child-centred approach, where the child's experiences, wishes and feelings are central to decision-making.

• The importance of tackling discrimination, racism and prejudicial behaviour, which can be factors in bullying and victimisation.

• Effective information-sharing and multi-agency working where concerns about a child's safety or wellbeing arise.

The 2026 RSHE guidance places bullying within a wider framework of respectful relationships, equality, safeguarding and online safety, requiring schools to teach pupils how to recognise, challenge, report and seek help for bullying in all its forms.

By the end of Primary school, pupils should know:

• The different types of bullying (including online bullying), the impact of bullying, responsibilities of bystanders (primarily reporting bullying to an adult), and how to get help. (page 9)

• What a stereotype is, how stereotypes can be unfair, negative, destructive or lead to bullying and how to challenge a stereotype. (page 9)

• That bullying (including cyberbullying) has a negative and often lasting impact on mental wellbeing and how to seek help for themselves or others. (page 21)

• That abuse, bullying and harassment can take place online and that this can impact wellbeing. How to seek support from trusted adults. (page 22)

By the end of Secondary school, pupils should know:

• The different types of bullying (including online bullying), the impact of bullying, the responsibilities of bystanders to report bullying and how and where to get help. (page 14)

• How to identify when technology and social media is used as part of bullying, harassment, stalking, coercive and controlling behaviour, and other forms of abusive and/or illegal behaviour and how to seek support about concerns. (page 15)

• How to identify harmful behaviours online (including bullying, abuse or harassment) and how to report, or find support, if they have been affected by those behaviours. (page 28)

The lesson also includes a quiz to help pupils consider what they could do in the different scenarios presented.

This tool will help if a parent/carer is:

• concerned that their child may be vulnerable to bullying at school

• worried that their child might be getting bullied

• aware that their child is being bullied

• think or know that their child is bullying others

• or if they just want to learn more

ABA defines bullying as the repetitive, intentional hurting of one person or group by another person or group, where the relationship involves an imbalance of power. Bullying can be physical, verbal or psychological. It can happen face-to-face or through cyberspace.

Banter is an increasingly relevant part of discussions relating to bullying; however, it is important to acknowledge that banter is not inherently bullying and can be an important part of social bonding and friendships. At the same time, we know that some bullying is passed off as ‘just banter’, and that banter can quickly escalate to inappropriate or harmful exchanges and bullying.

This course will raise awareness of bullying and how bullying-type behaviours have changed in recent years, particularly online. The course will provide opportunities for discussions about what bullying is and how this differs to relational conflict, and how practitioners can respond to incidents of alleged bullying (both on and offline) in order to safeguard all children. According to research conducted by the Anti-Bullying Alliance, disabled young people and those with SEN (SEND), are significantly more likely to experience bullying - including online bullying - than their peers. Children who have learning disabilities and autism are particularly at risk.

Appearance targeted bullying is bullying that targets an aspect of a person's appearance, such as their size, height or disfigurement. It can often be linked with other types of bullying such as racist bullying, disablist bullying, sexist bullying and bullying of LGBT young people. It is often thought of as the most common reason for children experiencing bullying.

Care-experienced young people (looked after children and those who have been in care) are among the groups who are most vulnerable to bullying. The ABA have worked with young people to find out more about their experiences at school and develop some guidance and training for schools and other settings.

The ABA believe that there is a strong link between mental health and bullying - young people who have experienced bullying are more likely to experience mental health issues and those who have mental health issues are more likely to be bullied.

Young carers are among the groups who are most vulnerable to bullying. The ABA have worked with young people to find out more about their experiences at school and develop some guidance and training for schools and other settings.

ABA research shows that children in receipt of Free School Meals are more likely to experience bullying than their peers.

Free school meals are for children whose parents receive certain benefits (or who are receive those benefits themselves). The number of pupils eligible for free school meals has continued to increase. In January 2024, 2.1 million pupils were eligible for free school meals, 24.6% of all pupils

The research, through the ABA's pupil bullying and wellbeing questionnaire, conducted over a number of years has shown time and again that children in receipt of Free School Meals are more likely to be bullied than their peers. Very little is known currently about why this is.

In schools and youth organisations, banter is a common interaction that can foster camaraderie and strengthen relationships. However, the line between friendly teasing and harmful behaviour can often blur, leading to misunderstandings and even bullying. In partnership with Nottingham Trent University, the ABA have developed a brand new CPD online training course and toolkit to help the children’s workforce navigate this delicate balance.

Now, ‘Think B4 You Type’ (TBYT) is a proven model of youth-led campaigning developed by NSPCC Scotland and respectme alongside young people in Angus. The model allows young people to design and lead their own campaign around the issue of online bullying and how best to prevent and respond to it. While TBYT focuses on online bullying, it is important that this is viewed in the wider context of relationships and any campaign considers the link between online and offline bullying. It is also vital to acknowledge that young people won’t be able to make all these changes alone. There must be a member of school staff available to support them and champion them.

This toolkit uses learning from the Angus campaign, and contains direct input from the Youth Advisory Group members, to help you best support young people in your school to lead anti-bullying work and to deliver a ‘Think B4 You Type’ campaign. While this toolkit provides guidance for adults, in the appendices you will find templates and further learning for direct use by the young people themselves

• Listen and reassure them that coming to you was the right thing to do.

• Try and establish the facts. It can be helpful to keep a diary of events to share with the school or college.

• Assure them that the bullying is not their fault and that they have family that will support them.

• Reassure them that you will not take any action without discussing it with them first.

Guidance includes:

• Talking to your child about bullying is important. When you are busy making the dinner or watching a storyline, you could bring up a bullying scenario and ask your child what they think

• If you have a young child you may want to use a picture book or their favourite TV show to help illustrate your point. This will give them an insight into how others treat people and what to do if someone does cause them distress

• Keeping up with what is going on in your child's life can help you spot where a situation might arise or if there is an issue, your child might be dealing with without telling you

This course will give you a good understanding of the difference between banter and bullying. It will help to prepare you to take a whole-school anti-bullying approach to preventing the misuse of banter, identify bullying and harmful behaviours when they might be disguised as banter, and equip children and young people with the skills to navigate the line of acceptability between banter and intentional unkind behaviour.

It takes approximately 60-90 minutes to complete.

The NSPCC has published a news story on contacts to Childline about bullying.

New Childline data shows that in 2024/25, Childline delivered 6,617 counselling sessions where the young person’s main concern was bullying.

Concerns included:

-seeing hurtful posts about themselves online;

-receiving verbal and/or physical bullying;

- and being left out or excluded.

The news story includes advice for parents, carers and young people experiencing bullying. 

Preventing and responding appropriately to bullying is a key component of school inspections.

The Education Inspection Framework sets out how Ofsted will inspect state schools, further education and skills providers, non-association independent schools and registered early years settings in England.

The Department for Education (DfE) has published a report on the needs, experiences and outcomes of young people aged 12-to-25-years-old growing up in adoptive and special guardianship families in England.

Bullying at school is given a lot of space in this report. 

27% of adoptive parents surveyed whose young people were still in school thought their young person was bullied at school, and another 25% was unsure

The survey indicates that bullying continues to be experienced by a notable proportion of pupils. Around one quarter of key stage 3 pupils and around one sixth of key stage 4 pupils reported being bullied in the previous year. A similar proportion of parents also reported that their child had experienced bullying during that period.
