This was done very easily and took nearly no time to do. 
As the shutter speed is turned up to a faster speed colors are darkened but the image becomes clearer. As the shutter speed is turned down the colors become brighter and the image is blurred.
I would want to use shutter speed as a priority because it is water gives your image its clarity and color. When one wants a blurred image that is kind of elusive, they will use a slow shutter speed.
