As President of Brazil in 1941, he established many government ordinances and committees to exploit his vision of Brazil as a country that isn't largely based upon agricultural or extractive industries. Some of these agencies included the INCRA, the National Institute for Colonization and Agrarian Reform, which is largely responsible for the waves of colonists that swarmed the Amazon rainforest in the 1960s that began to chop down trees for cattle ranching. Brazil is the second largest producers of beef in the world, and Vargas was instrumental in shifting the focus of Brazil's economy toward the resources in the Amazon.
