Grupo 8 [extracto de conclusiones] 

Las medidas priorizadas para el Plan de Mitigación al Cambio Climático del Sector de Energía y Transporte (PMCC-ENyTR) no son claras, por el contrario presta a confusión y responde a intereses difusos. No existe una ruta clara de las medidas y esto se refleja claramente en el Marco Lógico en donde las acciones para la implementación de las medidas son demasiado abiertas, y las metas tampoco dan más claridad a cómo esa medida en particular contribuye a la reducción de emisiones GEI. Las medidas priorizadas se realizaron a través de procesos de consulta, sin embargo volvemos a destacar la importancia de comprender quienes estuvieron involucrados en dichos procesos y además a qué intereses responde. Se percibe un diagnóstico de base que no se construyó sobre informaciones ya existentes como reportes de investigaciones en materia energética, la política energética nacional, el plan nacional de mitigación al cambio climático y temas transversales cómo el enfoque de género, la pobreza y el rol de los usuarios. Las medidas más concretas son un extracto de medidas ya implementadas, y no aporta ninguna acción complementaria para garantizar el éxito de las mismas. Por ejemplo la EN.1 se basa en el Decreto N°4.056/2015: “Regímenes de Certificación, Control y Promoción del Uso de Bioenergías Renovables, sin embargo a 5 años de su promulgación no tenemos una línea de base de que sectores ya emplean biomasa sostenible, cuales no y lo más importante porque no lo hacen y que mecanismos se requieren para que lo hagan.  Así también es importante destacar que, si bien en la matriz energética el transporte ocupa más del 40% la separación del mismo implica que también debemos separar edificaciones. O bien, unificar todo bajo la narrativa de energía para explorar eficazmente las sinergías que se puedan dar entre las diferentes partes interesadas.
