It was created to evaluate teaching methods and schools. A man named Horace Mann suggested, in 1895, that rather than an oral exam annually, children should take written tests. The author claims his goal was to find the best instructional methods so that all students could have an equal opportunity. Now, standardized tests are used to compare and discriminate rather than diagnose. Teachers are unjustly held to meet the standards of yearly progress, as deemed by people who don't have experience in working with children on a daily basis. The same teacher, who was once in a low-SES school will be valued more once in a high income school. Teachers in financially stretched schools are often scolded or blamed for "failing". People who don't have experience at a school that struggles do not understand why students slack behind their privileged peers. Those students live with poverty related stress that damages cognitive and emotional functioning, and they struggle with learning disabilities more so than other populations. When immigrants move to an area, the most affordable housing is near low income schools. As a result, there are many English-learners. In a classroom of 25 students, 5 of them struggle with issues like depression, anxiety, and substance abuse. But, nearly 80% of these children who need mental health services will not receive them. These problems tie into schools' major problems such as low achievement, chronic absence, disruptive behavior, and dropping out. But time has proven that this environment and the lack of support takes a toll on the mental health of teachers and their students. There are alternatives, such as private schools or homeschooling, but those cost money and consume time of parents. With more help from the government and effort put in by ourselves, as teachers and students, we could improve our schools.  It is too widespread of a system to fix every issue in it, but little things could benefit everyone involved.
