a closure of a factory or system, typically a temporary closure due to a malfunction or for maintenance.

2. What happened?
There was a dispute over the DREAMers also known as DACA between the Republicans and Democrats. Since the Republicans want to end the program, Democrats said they’d withhold their support from government funding bills. Without the Democrats support of funding, the government shutdown. 

3.What are the issues at stake?
For months Democrats are pushing harder to help DACA recipients since Trump and the Republicans want to end the program which will affect many of the DREAMers by making them leave the U.S.This would end many hopes and dreams. This is a subject that can't be ignored.

Senate Majority Leader Mitch McConnell made an offer to continue government funding for 2 and a half more weeks. If no deal on DACA is reached before then, McConnell will bring up an immigration bill after that. Democrats agreed to the offer and reopened the government. A bill was then passed by both houses of Congress and got Trump’s signature.
