The remainder of the land will have interior fences to operate a rotational grazing system. Bison will be rotated between the fenced-in system and the free grazing area. A few bison per year will be traded to ensure herd health and genetic diversity. The excess bison will be split into two groups, with half going to donations (with the Pawnee Nation prioritized, and the Pawnee offsetting transportation costs), and half sold either for meat to local butchers or live (prioritizing live sales and again prioritizing the Pawnee Nation). These sales will be confirmed to be ethically acceptable to all stakeholders. If there is a financial shortfall in a given year, more bison will be sold and less donated.
