Este decreto designó al Dr. Miguel Villegas como Asesor General Privado Gubernamental, marcando el nacimiento de la figura que hoy conocemos como "Asesor/a General de Gobierno". A lo largo del tiempo, este cargo ha evolucionado, adoptando distintas denominaciones como "Asesor de Gobierno y Auditor de Guerra", "Auditor y Asesor de Guerra y de Gobierno" y "Asesor General", hasta llegar a su actual nomenclatura.
