First off, you need an opinion. Maybe you want to stop getting homework. You need to realize who your audience is so that you can figure out more appropriate persuasion techniques. When you don't want to do homework, you're most likely going to be facing teachers and school supervisors and, possibly, parents. To support your opinion, you'll need to quote facts from experts and professionals who opinionate with you. After all, Finland has no homework. You'd try to look for evidence suggesting that homework adds on to students' stress and could cause anxiety and other adverse effects.
Then, once you can state your evidence along with your opinion, you'd expect questions from the audience. Try to anticipate the audience's questions before they even ask.

Tone and reasoning make an argument effective because it makes the viewer consider the author's argument from their point of view. For example: when a parent is yelling at their child, they are often listing what they do for their child. This allows a child to reflect on their actions and try to correct their ways.
