Congress is the law making system. The larger states felt that representation should be based on the population of the state. Small states believed that all states should be equal no matter the size or population. The small states wanted all states to have the same number of representatives. The Virginia Plan was with the large states, and large population, and the representatives are based on population. The New Jersey Plan was with the small states and small population, and they say there should be equal representatives in each state. The compromise that solved the problem which was called the Great Compromise. Slavery was very common in the South but not in the North. The population was very important because it determined how many representatives that state had and how much tax money that state would have to pay. The South said that slaves should count towards population but not toward taxing. The North said slaves should count toward taxing but not population. The compromise made up for this problem was the 3/5 Compromise. The Northern states were more industrial and wanted federal government to regulate. The south were scared that the regulation of trading would threaten the sale of slaves. The compromise was the commerce compromise.
