Is there still a requirement that the consultant/s should have been with/ employed by the bidding consulting firm for a certain number of years?

The validity of a certain registration (e.g. Business permit), is until February 29, 2024, and the opening of Bids is set to commence 2 weeks before February 29, 2024. For instance, the opening of Bids was moved until further notice, or beyond the February 29, what will be the verdict of the BAC-SEC if it’ll reflect in the submitted document that the validity was already expired. Assuming that the renewal is in progress, will it be a ground for disqualification considering that the bidders are not allowed to resubmit the documents?

I am seeing this project as Phase I for DX transformation focused on priority programs as previously tackled, core services targeted (this needs to be clearly defined), and priority end users, etc. - all that DSWD can include within 6-8 months for 2024.
