According to This Website and This Website it states, "Rate or level of fishing that is not sustainable, i.e. that hampers the rebuilding or recovery of a fish stock." and more information from this graph from bellow explaining the crash population in COD fish. These 2 pieces of information relate to how in general a type of fish could be over-fished and a specific kind that had its increase and then crashed.
