         <description><![CDATA[<div>We believe that the Savar building collapse was a state-facilitated corporate crime<br><br>The systemic failure of government protection of human rights and lack of respect towards workers’ right allows incident like Rana Plaza to continue to happen. <br>(<a href="https://www.opendemocracy.net/opensecurity/william-gomes/reason-and-responsibility-rana-plaza-collapse">https://www.opendemocracy.net/opensecurity/william-gomes/reason-and-responsibility-rana-plaza-collapse</a>)<br><br>The state has a duty to protect its citizen against human rights abuses by third parties, including business enterprises, through regulation, policymaking, investigation and enforcement. But policymakers are also part of this profit-making business and are strong protectors of corruption mechanisms.<br><br>The Savar building collapse was the result of a violation of Article 9 which states that "Everyone has the right to liberty and security of person,"<br><br>The Rana Plaza tragedy was an outcome of a corrupt system that is rotten to the core. The building was built without observing proper building codes and laws, and using poor materials—something that should have been monitored from the beginning by concerned authorities of the Bangladesh government, whose negligence is particularly culpable in this instance. <br><br>(<a href="https://www.opendemocracy.net/opensecurity/william-gomes/reason-and-responsibility-rana-plaza-collapse">https://www.opendemocracy.net/opensecurity/william-gomes/reason-and-responsibility-rana-plaza-collapse</a>)<br><br>Clothing companies have a “corporate social responsibility” to make sure of the safety of their workers. Especially following previous scandales with nike  and Gap, it could be argued that Primark neglected the safety of their workers as they were aware of the lack of safety regulations in the garment industry of Bangladesh. (The economist)<br><br>Section 195 of the Bangladesh Labor Act, 2006 (amended 2013) outlaws numerous “unfair labor practices.” For example, no employer shall “dismiss, discharge, remove from employment, or threaten to dismiss, discharge, or remove from employment a worker, or injure or threaten to injure him in respect of his employment by reason that the worker is or proposes to become, or seeks to persuade any other person to become, a member or officer of a trade union.” (<a href="https://www.hrw.org/report/2015/04/22/whoever-raises-their-head-suffers-most/workers-rights-bangladeshs-garment">https://www.hrw.org/report/2015/04/22/whoever-raises-their-head-suffers-most/workers-rights-bangladeshs-garment</a>)<br><br>The government and the Bangladesh Garment Manufacturers and Exporters Association (BGMEA) should ensure compliance with the labor law, and sanction companies which abuse worker rights. Bangladesh has ratified <a href="http://www.ilo.org/global/standards/WCMS_066938/lang--en/index.htm">International Labour Organization (ILO) conventions 87</a> and <a href="http://www.ilo.org/global/standards/WCMS_066949/lang--en/index.htm">98</a> on freedom of association and collective bargaining, and is required to protect the rights contained in them. This benefited the country economically, and in terms of reducing poverty .<br>however government officials are often guilty of accepting bribes which allow companies to cut corners on safety and regulations (Faizur ,2004). The Savar building collapse demonstrates his as although several thousand people were employed by the company therefore creating job opportunities, de regulation of company responsibility allowed for unsafe working conditions (War on want ,2018). Workers are commiting to 14-16 hour a day in squalid conditions, 85 percent are women many with dependant children (War on want , 2018). Average wage is less than the equivalent of £25 per month many of whom work 7 days a week (War on want ,2018).
