The state has a duty to protect its citizen against human rights abuses by third parties, including business enterprises, through regulation, policymaking, investigation and enforcement. But policymakers are also part of this profit-making business and are strong protectors of corruption mechanisms.

The Savar building collapse was the result of a violation of Article 9 which states that "Everyone has the right to liberty and security of person,"

The Rana Plaza tragedy was an outcome of a corrupt system that is rotten to the core. The building was built without observing proper building codes and laws, and using poor materials—something that should have been monitored from the beginning by concerned authorities of the Bangladesh government, whose negligence is particularly culpable in this instance.

Clothing companies have a “corporate social responsibility” to make sure of the safety of their workers. Especially following previous scandales with nike  and Gap, it could be argued that Primark neglected the safety of their workers as they were aware of the lack of safety regulations in the garment industry of Bangladesh. ·     Permit system – Chief engineer of state-run Capital Development Authority told media that the owner of the building had not received proper building consent, obtained a permit for 5-story building only from the local municipality. Illegally extended to 8 stories, but ignored by authorities due to Rana’s political connections.

however government officials are often guilty of accepting bribes which allow companies to cut corners on safety and regulations (Faizur ,2004). The Savar building collapse demonstrates his as although several thousand people were employed by the company therefore creating job opportunities, de regulation of company responsibility allowed for unsafe working conditions (War on want ,2018). Workers are commiting to 14-16 hour a day in squalid conditions, 85 percent are women many with dependant children (War on want , 2018). Average wage is less than the equivalent of ÂŁ25 per month many of whom work 7 days a week (War on want ,2018). This Demonstrates how liberation of workers rights which are implemented y government can impact on workers and their families.
