The sunflower seems like a symbol of 'celebration' of the German soldiers as they stood "as straight as a soldier on parade" and "seemed to absorb the sun's rays' with butterflies fluttering from flower to flower.
For Simon and his friend Arthur, the Nazi concentration camp prisoner, the sunflower means nothing, no life to celebrate bringing no light to the darkness and no reason for butterflies to 'dance upon' his tomb. The sunflower, too, will die and rot.
I think the sunflower, on the grave of German soldiers, represents beauty in the midst of darkness. That there can be forgiveness of even the most terrible people.

I think the sunflower represents the spirit of the person who died (or at least the way that spirit is perceived by those who are still living). I think this because of the description of the sunflower standing straight, like the soldier. Clearly, the soldiers that died were highly valued, stood tall, and were able to live lived socially and happily like the butterflies that fluttered from flower to flower. However, for the people in the camp, sunflowers are described as not bringing any light, rotting, and being useless. This is how those in camps were treated - as if their lived had no significance.

The sunflower represents the denial of the terrible atrocities committed by the German military. They were on the graves of the German soldiers and "seemed to absorb the sun's rays and draw them down into the darkness of the ground." The sunflowers were planted to bring light to the dark things the soldiers did and make their graves look cheery instead of acknowledging the terrible things that many of the soldiers did. And for Simon and the others in the camps there wouldn't be a sunflower on their graves because as Simon says "I will be buried in a mass grave. No sunflower will ever bring light into my darkness..." Simon's darkness that he is referring to is the terrible experience he had in camp as a prisoner.

I think the sunflower symbolizes light. Scientifically, sunflowers grow towards the sun. Metaphorically speaking, the flowers are bringing light and goodness to the Germans. Unfortunately for the Jews, the light isn't shining on them and all that's left for them is darkness.
