Price Edward county refused to collect or levy taxes to fund public schools. The private schools catered to white students only. The court ruled that because they closed the public schools to deny blacks an education, it was in direct violation of the Fourteenth Amendment. In addition, the court ordered that the public schools must re-open.

School integration was moving at a slow pace partly because of " school choice". There were still schools in New Kent that 85% of the school population was black and other schools in which only a handful of the students were black. The green decision helped
ensure racial balance. According to the Virginia Historical Society, the percentage of black attending integrated schools increased from 32% to 79% from 1968-1970.
