His actions also had the best interest of his citizens in mind. The native Americans weren't citizens, so they didn't have a say. The example suggests that the government allowed the Native Americans a fair say in how the nation was governed because they gave the Native Americans representatives in the government. In the definition of democracy above, a criteria for democracy is the presence of elected representatives which represent the interests of the entire population.
