But I don't think that Chapter 4 is current with respect to recent thinking inherent to the IDEAIA. The IDEAIA uses testing, and small grouping, as a way of identifying student with special needs.  I also don't think it is current with respect to retention.  It didn't mention referring student's who fall behind for special needs.  It did however say that small grouping benefits a small number of people.
