The reasons are many: first of all the teachers' training.  
Teachers should use new metodologies based on new tecnologies, but sometimes they can't use them due to technical problems and due to lack of time. New metodologies need much more time to be applied, and it's a challenge when you have only three hours per week and many subjects to deal with.
