Will it be there for years to come or is it likely to be painted over and change? Does it have a link to things going on now or does it feel timeless?
Is it made on a whim, as an act of defiance and thrill-seeking? Or does it express something about modern society, and have a cultural value? Does it have a purpose and send a message? Does it provoke thought?
Does it take into consideration the viewer, the local or wider community? Is it 'site-specific' (a response to a particular place)? Is it connected to a sub-culture, or broader social movement?
Does it bring benefits to the community, drawing interest to the area? Does it help to regenerate run-down areas or does it degenerate areas and cause a rise in crime?
Does it deface property or is it designed to reclaim public space?
Should it be harshly punished or tolerated depending on the situation?
Is it done with permission or without permission? Whose permission or support is important? Should there be designated areas for it? Is it a double standard that Street Art is more highly valued than graffiti?  
How are Street Art and graffiti different from advertisements? Is it fair that companies with money are allowed to visually fill up public space but ordinary people who live and work in the area often have little say in the matter? Does graffiti give a voice to people who are usually not heard?
