In the Tokugawa period the shogun or supreme military ruler was the real power. Many Japanese people resented the way the shogun gave in to western demands forcing them to step down. Which ended the military control.

The young Emperor Mutsuhtio regained his power in government in 1868 to 1912. He was known as "Emperor Meiji" or "Enlightened Rule". He made many reforms that helped Japan become more modern but also kept the people in touch with their traditions.
