According to the Gale Virtual Reference Library insists "But this study makes clear how a relatively small group of determined killers planned the mass murder for months in advance and then enticed and intimidated others into following them. Other observers blamed the "failed state." But this history shows how organizers took over a highly centralized government and used its efficient machinery to carry the killing campaign into every part of the country". This statement shows that hutu extremeists were planning this genocide for months which means if the government saw the signs of the genocide it could have been prevented from happening.

According to Britannica, Rwanda genocide of 1994, reports "The United Nations involvement in Rwanda said that the UN and its member states failed Rwanda in deplorable ways in 1994, ignoring evidence that a genocide was planned, refusing to act once it was under way and finally abandoning the Rwandan people when they most needed protection". This statement helps answer my guiding question because it shows how the UN failed Rwanda by ignoring all the signs that the Rwandan genocide was planned.

Prime Minister Agathe Uwilingiyimana, a moderate Hutu, was assassinated the next day, as were 10 Belgian soldiers (part of a United Nations peacekeeping force already in the country) who were guarding her". This quote helps show how the UN faied Rwanda during the Rwandan Genocide because it states that the UN's peacekeeping force caused ten belgian soldiers to be assassinated.

The US had just pulled American troops out of a disastrous peacekeeping mission in Somalia – later made famous in the book "Black hawk breakdown"– the year before. It had vowed never to return to a conflict it couldn't understand, between clans and tribes it didn't know, in a country where the US had no national interests. This shows that The U.S choose to ignore the fact that the Rwandan Genocide was happening.
