Phase 1 - Before the event happened, they moved fisherman and other locals out of their area in order to work on the beach front. Promised that they would be back in 2010, but were not back until 2013. Lost the Blue Flag status due to ineffective water management procedures and weak environmental monitoring strategies.
Phase 2 -  After the event, people were so unhappy about the effects from phase 1, that phase 2 was never executed.
