They were non-Aryans and racial "inferiors." They were the victims of the hate and aggression carried out by the Nazis. The Jews fit into this because they weren't Nazis, they didn't believe in what the Nazis were supposed to believe in. In response to this American and British Jewish organizations pressured their governments to start taking action. An emergency conference in Bermuda resulted with the goal to develop a plan to rescue the victims of the Nazi atrocities. Roosevelt established a Refugee Board to help, but it did not resolve all the problems that the Jews were facing. This especially pertained to the Holocaust because Hitler and the Nazis practiced horrible acts against Jews. Many leaders were convicted and sentenced to death, some were also given prison sentences, but some were not given any penalty at all.
