Use hyperlinks when you want to provide secondary or contextual navigation.

- Webinar registration links for simple announcement type IAGs

Hyperlinks are the supporting links that are displayed (can be multiple links), while the CTA button is the most important link to support the topic.

Link = additional information (link to release notes), or options/secondary action (Maybe later)

Button = Primary action to drive a goal, submits, commits, triggers a flow (?) (Proceed, Sign-up, Got it)

Q: If the user does only this action, have they fulfilled the intent of the IAG?

If Yes = Button

If No = Link

Bad use of CTA - having multiple CTA buttons.
