I think that yes and no that students should be permitted to the next grade if they do not make promotional requirements.  I think this because of what grade you make on the  test.
    I think that it depends on how close the grade you make is to the grade you are supposed to make because if it is only 3 or 4 points behind you should be fine. If the grade is more than like 8 points you should  not  be permitted to the next grade.  It is very important for you to make the best grade as possible.
     I think that if your grade is only a couple points behind you can go to the next grade because it's only a couple points it's fine. I think that it's fine because they go over most of the things you learned in the previous grade anyway's. So whatever 1 or 2 questions you missed you'll learn go over it in  the next grade. If you missed  more than about 2 or 3 questions and there are more than a couple point's deducted you need t retain in the same grade.
So in conclusion i do and don't think students who do not make the promotional requirements should be permitted to the next grade. It is very important that you do pay attention in class and do need to pass to the next grade. I feel that students should be able to go to the next grade if they don't meet all the requirements. Students should be able to because "the teachers  think that's not fair to the other students" . which it really is fair .Teachers will make you stay back in the same grade if you missed a few days of school which i think is crazy because if you come back and get all your work done you good. Most teachers don't even be teaching but when we failing they want to get mad . There are some kids that don't want to listen to their teachers and they just do whatever they want to. That's the main reason why teachers in some schools don't want to teach children.

 People think that kids should just go to the next grade because because they think that they know everything but they really don't. I think that you will have to deserve your way to go to the next grade. People will have to try hard in order to get what they want. I try to do my work all the time I don't want to fail any grades at all because I just want to hurry up and get out of school so I can follow my dreams. 

I think that people should should follow there dreams but they can't if they don't go to school or if they don't listen to there teachers. I listen to all of my teachers because I don't want to get a bad grade on my work or I don't want to fail any of my classes. I try to be on my best behavior in school because I really want to pass all of my classes so I don't have to be in the same grade over and over again.

In a conclusion it is good to listen in school because we need to go to the next grade instead of saying in the same grade all the time. I will always do what I am supposed to do because I don't want to get in trouble by my teachers or my parents.
