It is true that Russia runs certain things as if they were a democracy. However, people in other countries have doubts on whether or not this is fact. The people of Russia claim that Putin runs their country in a way that is efficient and well executed. Due to his ways of controlling Russia and his actions, identical to the actions of a Dictator, he is classified as such by many. Reasons why people claim Putin to be a Dictator are actions such as imprisoning now 102 people for having different political believes, and having control over Russia for seventeen years. As well as ordering unnecessary murder to other countries and individuals. Russia provides it's citizens free health care and public health. 
The right to a home: Any poor citizen who can't afford a home themselves will be provided with a home without charge. 
You will not be punished for the same crime twice: If a Russian citizen breaks the law they cannot be charged twice for that same crime. The government has also passes laws to take away free speech and information. Not just face to face, but online also. You can supposedly get arrested or charged with crime for posting your opinion online. Aside from not being able to post your own opinion online, Russia is taking control over it's citizens whole access to the internet. The Russian election process is very similar if not the same as the United States election process.
