This may be related to his crushing guilt over having accidentally created the murderous Ultron.

What if they want to send us somewhere we don’t want to go? asks Captain America. “What if they won’t send us somewhere we’re needed?” The Brooklyn-born hero argues that the Avengers’ judgment is still the safest. Government control is an invasion of their freedom and just a first step toward fascism and is against the idea.

Def: A violation of social norms whereas a crime is a violation of laws of the land are societal pressure and fear whereas agents of control for crime are police and judiciary.
Analysis: The government policy represents a shift toward a punitive approach to crime control while having violation to social norms. Peter Conrad and Joseph Schneider proposed a process of the medicalization of deviance in a reading. Tony wants to help the United Nations to take control of the Avengers and basically wanted to limit on the Avengers causing cacaos in the City. But having the United Nations Organization wanting to take control of where the Avengers go and where they can't go.

Social Perspective

Analysis: Mills also detailed the relationship between personal troubles and social issues. Personal troubles are problems within the individual, whereas social issues are the result of a problem with the overall structure, extending into society. The sociological imagination stems from the awareness of the interdependence and interrelationships between individuals and society. Distinguishing the connection between private and public can be challenging for most since it is easy to be trapped in a personal bubble. The sociological perspective can better be understood as developing a sense of empathy and looking at the bigger picture. Civil War echoes contemporary issues throughout. Wanda, known as Scarlet Witch is held at the Avengers compound because she is an illegal alien, of the political variety, living in the United States. The battles between Tony and Steve aren’t abstractions, but very personal playground throw-downs between people who have spent a lot of time together.

Self-Image

Analysis: Cooley’s theory of the Looking Glass Self states that the self-image of an individual develops through a process of reflection, similar to that of a mirror. three elements that make up the Looking Glass Self. The imagination of our appearance to the other person; it starts off with how we view what we look like to other people. Second, there is the imagination of our judgment of that perception, which is us imagining what others think of us. This second element carries us to the third element of self-feeling. This is how we feel after determining their judgment and this determination moves us to feelings of pride or mortification. In the movie, you can see this play out when Tony Stark thinks about having the government take control of the Avengers to protect the public from being harmed due to the amount of damage the Avengers did in New York; Sokovia. Steve Rogers has his own morals that when signing the agreement, it’s almost signing your freedom and having no control. Steve and Tony both believe in what they’re doing is right in their own morals throughout the movie.

Political pressure mounts to install a system of accountability when the actions of the Avengers lead to collateral damage. The new status quo deeply divides members of the team. Captain America believes superheroes should remain free to defend humanity without government interference. Iron Man sharply disagrees and supports oversight.

Rogers is distrustful of authority after the events of Winter Soldier. He sees the Sokovia Accords as another attempt for a shadowy group to control "enhanced" individuals such as himself and the other Avengers, and would prefer to follow his own moral compass. Stark, on the other hand, is racked by guilt that he didn't cope well after the attack on New York and, ultimately, for what happened at Sokovia; following the new rule book as a way to assuage his guilt. He's seeking to make amends with the Government with having the Avengers sign a agreement to let the United Nations take control of the Avengers.
