First tax was made on opium and morphine.
1909- Smoking opium exclusion act, banned possesion, importation and use of opium for smoking. Still be used for medication.
1914- Harrison Act, regulated production importation and distribution of opium.
1919- Passed 18th amendment banning everything except consumption of alcohol. Until 21st amendment which repealed 18th allowing alchol to come back into the market. Volstead act-  created guidlelines and how to federally enforce prohibition. 
1937- Marijuana tax act which placed a tax on marijuana made first in north carolina. Did not criminalize possesion but created penalties for evading the taxes. 
1970- Controlled substance act which regulates certain drugs and substances. Created five schedules . Schedule 1 drug= LSD.
1971- Nixon declares war on drugs.

Decriminalized one ounce of marijuana. 
Reagan tried to expand on nixon's war on drugs policies. Created the "just say no" campaign which tries to persuade children to not do drugs based off of the dangers of drug use. In 2015 the death count reached- 52,404 people. This is equivalent to 145 deaths per day. 
death rate is jumping to 16 per 100,000 from 6 per 100,000 in 1999. 
Death rates from overdoses are larger in rural areas.
Opiods were involved in more than 61 percent of deaths from overdose in 2014. Heroin overdoses have tripled since 2010

Most deaths from overdose in NH are reated to fentanyl.
NH does not have a lot of access to treatment programs. 
In Appalachia overdose deaths have been caused from prescription drugs given to workers for injuries. The blue collar work made injuries more prone.
Now there are new laws present to address the problems related to prescription medications being misused. This resulted in more heroin use because medication is now not as available. 
West virginia had the highest overdose deaths in all the states.
NM is seeing a large increase in younger generations dying from overdose.
