This isn't a bad thing. Low demand means that there is more time for other natural resources to develop. They have a very effective extraction and usage process that will most likely continue to benefit them for many years to come. Australia will likely be a leading producer and extractor for natural resources in the years to come because of how little resources that they use compared to other countries. However, to answer the question "Why might some countries be better able to extract and use Natural Resources in a sustainable way?", Australia could be able to extract and use their natural resources in a sustainable way because of the demand. Because the demand for natural resources is low in Australia, their extraction and use is sustainable.
