The founder of the colony of the Philippines wasn't really a founder but a President who took action at the right time to invade. His name was president William McKinley, he saw the Philippines as a protectorate of the U.S. or to see it all turn into an American colony. He started the Philippine-American War that even after the war was over in 1902 it still was going on until 1913. In 1935 it became it's own colony.
