He knows and understands Scout, he sees her interacting with others and knows there's no need to truly threaten her because shes trying her best. Hes empathetic and logical, he connects with his daughter and wants to make her feel safe. In this quote, Scout is characterized as being very direct and to the point, as well as pretty mature for her age. She doesn't make any attempt to be any less direct with her word choice even though she's talking to an authority figure, but she still takes care to clarify that she doesn't mean to sass him. That in itself in something that not many kids her age would do, especially when they're upset with someone.
