Redlining:  "the discriminatory practices of denying minority populations access to equal loan and housing opportunities" (Foltman & Jones, 2019)

In the 1930s, the Home Owners' Loan Corporation mapped the neighborhood and labled areas one of four categories:
A-Green, deemed exemplary for lenders
B-Blue, deemed still desirable
C-Yellow, deemed definitely declining
D-Red, deemed hazardous for investment

Discriminating in housing opportunities due to race wasn't illegal until 1968, when the Fair Housing Act was passed. Milwaukee is still one of the most segregated cities in the US. The racial segregation patterns still line up with the patterns set by redlining in the 1930s. (See video under 'HOLC Grade Compared to Ethnic and Racial Makeup', to the right)
