Many people, including kids, have had issues with guns. Kids who only got to live to kindergarten, a kid who just walked on someone's lawn and more. Guns should be banned and only the military and police can hold them on the job. They can't have them in homes, schools, churches, or buildings. To make this a law we have to go through the following.

The Committee Overview

For the bill to become law, the bill is sent to the committee first. The committee is a group of people whose job is to debate, review, and report on legislation. They are either from the Senate or the House of Representatives. To be on the committee, each party assigns its own members to committess and each one distributes its members among subcommittees. The people on a basic committee is a chairperson, a secretary, and 8-20 other members. There are 4 types of committees;

Standing Committees: The most important committee because they consider the shape and the vast majority of proposed laws. They also conduct investigations; For example, The banking committee's investigation of former President Bill Clinton's whitewater investments
Select Committees: They are temporarily formed for specialfic purposes to study a particular issue and they do not usually draft legislation. Sometimes long-standing select committes become standing committess.
Joint Committees: They are simmilar to select committes but they are made up of members from both the house and the senate to conduct buisness between houses to help focus public attention on major issues
Conference Committees: They are created when the house and senate need to reconcile different versions of the same bill. Once this committee agrees on a compromise, the revised bill is retuned to both houses of congress for their approval.

We have committees to improve the organization of the senate and the house of Reps because the members of congress can't do it all.

Voting

After the Committee revises the bill, and is passed to congress, the bill has to wait for its turn to be voted on. If the bill passes the vote of the House or Senate, it moves to the other chamber unless it has something similar in consideration to go through the committees again. The bill finally meets the floor where it is rejected, changed, received, or ignored. If there is a disagreement on the decision, congress will form a conference committee to go over the disputes and come up with an agreement. If there is no agreement then the bill dies. When there is an agreement, the commitee comes up with a confrence report on recomendations for the bill that both the House and Senate have to pass.

The bill goes to the President

After the House and Senate pass the final bill, it is sent to the president. The president can choose to veto, which means reject, or pass the bill, where the bill can become law. The president can also pocket veto which is the same as a regular veto but the congress can't pass the law if two-thirds majority vote from both chambers of congress to pass it. Hopefully the president or congress passes this bill to ban guns. I believe it will benifit the country longterm.
