         <description><![CDATA[<div>the congress had a difficult time representing each state and making the laws the congress had come up with 2 plans the virgina plan where large states wanted representatives based on population and there was the new jersey plan where small states wanted and equal number of representatives for each state then they had come up with a compromise where there was 2 houses the house of representatives(where the representatives are based on population) and then there was the senate(each state had 2 representatives) this is called the great compromise</div>]]></description>

         <description><![CDATA[<div>the congress had an disagreement about whether we should count slaves as part of the states population the southern states plan wanted to count slaves for population to have for representatives and not count them for tax purposes while the northern states wanted to allow slaves to count in population for taxes but not the amount of representatives they get their compromise was the 3/5 compromise the compromise was that they counted every 3 out of 5 slaves for representation and taxation purposes</div>]]></description>
