         <title>The Formation of the United Nations</title>

         <description><![CDATA[<div>1. President Franklin D. Roosevelt was first used in the Declaration by United Nations of January 1942, during the World War II, when representatives of 26 nations pledged their Governments to continue fighting together against the Axis Powers.  The League of Nations did not garner much congressional support. President Franklin D. Roosevelt wanted to establish an organization to ensure world peace. <br><br>2.  Roosevelt believed if the United States, the United Kingdom, the Soviet Union, and China could work together, other countries would see the world’s superpowers working for a common cause, and join the organization. The United Nations officially came into existence on 24 October 1945, when the Charter had been ratified by China, France, the Soviet Union, the United Kingdom, the United States and by a majority of other signatories. <br><br>3. The Soviet Union and the United States stayed far apart during the next three decades of superpower conflict and the nuclear and missile arms race. In the field of science and technology, a group of members of the Soviet Academy of Sciences visited the United States (toward the end of June) for consultations with the U.S. National Aeronautics and Space Council, and agreement was reached between the two countries on methods of approaching and docking manned spaceships and space stations. American-Soviet consultations are being continued in this field. A group of Americans, including the chairman of the Atomic Energy Commission of the United States, visited the Soviet Union (in August) and inspected atomic energy research institutes in various parts of the Soviet Union.<br><br>4. Poland did not send a representative because its new government was not announced until too late for the conference. Therefore, a space was left for the signature of Poland, one of the original signatories of the United Nations Declaration. On October 15, 1945, Poland signed the Charter, thus becoming one of the original members.  During the conference, the countries’ roles were defined. In addition, powers were given to the Secretary General. The Secretary General was responsible for informing the Security Council of conflicts among members. <br><br>5. <br><br></div>]]></description>
