         <description><![CDATA[<div>-The author first talked about two examples of children who were tried as adults, going into his angle in the article.&nbsp; This was an example of emotional appeal because he explained the individual situations of the children and talked about the extent of their punishment when they were tried as adults, and how much easier it would be for them if they were tried as juveniles.<br>-The argument the author tries to bring to light is that the ability to try children as adults is not constructive and is not deterring to teenagers and children.<br>-He proceeds to state that putting juveniles through the adult punishment system makes them more likely to commit more crime when they get out of prison.<br>-He then proceeds to go to the side supporting trying juveniles as adult crimes, claiming that it deters children from committing the same crime once more and that committing an adult crime deserves an adult punishment.<br>-He further reaches into more of a medium, stating that violent crimes committed by children must be punished, but the cases should be separate from adults.<br>-He concludes the article by raising the agreeable point that the best choice would be to stop the crimes before occurring by reaching out to the children<br>-This article is credible because of the specific style in which it was written, which was heavily data-based.&nbsp; The article was written as primarily a vehicle for information, and all information was properly formatted and cited.<br>-All of the arguments in this article were clearly understandable to me, because it was very well constructed.<br>-Most of the article was factual and logical evidence, relying heavily on quotations, scholars, and statistics.<br>-The author disagrees with the ability to try children as adults, as most of his article is based on building that argument and backing it up, however, the rhetoric is still kept fairly objective as the author states the facts and only the facts.<br><br></div>]]></description>

They also mention a teen being sentenced to life in prison because he accidently killed a child he was wrestling with. This presents the question of when a child should be tried as adults. They say in the article that.. "I don't think anybody would agree that a change in state policy is going to deter an adolescent — a child — from doing anything.."</div>]]></description>

A report from the Justice Department states that the rate for Juvenile murder arrests reached a 33-year low falling 68% between 1994 and 1999. In PDF 25-65, it also states the arrest rates were dramatically increased among juveniles and adults in the 1980's. A graph in the PDF file shows the arrest rate for the 1990's that arrests for juveniles have dropped tremendously. </div>]]></description>
