The cause of this was Civil Rights Movement. The effect was that the 24th Amendment abolished and forbade the federal and state governments from imposing taxes on voters during federal elections.

The effect was the 26th Amendment to the United States Constitution lowered the voting age of U.S. citizens from 21 to 18 years old.
