It was one of the nations that set out on a voyage and took part in a pilot project for decent work. As a trailblazer, the Philippines formally embraced "decent labor and productive employment" as a development strategy for equitable growth. As an integrated strategic roadmap for national stakeholders and international partners in support of labor and employment goals and priorities, this engagement will continue for the DWCP's 2020–24 cycle. As a pillar of the Philippine Development Plan (PDP) 2017–22 and the United Nations Partnership Framework for Sustainable Development (UN PFSD), the DWCP 2020–24 also contributes to AmBisyon Natin 2040.

Despite this, the unemployment rate significantly improved compared to 7.7 percent in May 2021. A total of 2.93 million people aged 15 and over were anticipated to be unemployed in May, according to the unemployment rate. It shows that the major difficulty facing labor policy is the widespread in-work poverty. The main causes of poverty are the poor's low earning potential and limited access to stable, decent professions. Behind these are the two interconnected root causes of in-work poverty: low levels of education among the poor and a lack of opportunities for lucrative employment. The poor are employed in "bad" employment, which are divided into two categories in the labor market, the ''good'' and the ''bad''. This is associated with our research topic because it carries the same concept. There are fewer job opportunities for the poor partly because of the quality and quantity of the education that they received.
