         <title>Restraining forces are often due to apathy because we frequently come across difficult or seemingly impossible issues and roadblocks (e.g. the low level of usability of ESR).  By removing or reducing these, change would become easier.</title>

Develop the vision for change and work to the develop journey or pathway with stakeholders so that they can see their place withn that future state. Thats allows them to adapt their behaviour and CHOOSE to participate. Without that active choice chabge becomes very difficult. </div>]]></description>
