The book Absolute Horror: Rwanda's Genocide stated that,"Meanwhile, the RPF, under the leadership of Rwanda's future president, Paul Kagame, made slow but steady progress against the FAR forces. Although they were outnumbered, members of the RPF benefited greatly from their superior training, discipline, and leadership. They captured more and more territory until, in July 1994 they occupied Kigali." The current president of Rwanda, Paul Kagame, worked to gain territory and stop the Rwandan Genocide.

All students will know how the victims of the Rwandan Genocide were affected. According to ABC CLIO, the genocide was <del>described</del> as "Over the course of 100 days, from April 6 to July 16, an estimated 800,000 Tutsi and Hutu were killed, many by machete, some by their neighbors or friends, in what the world has come to recognize as one of the most brutal and swift genocides ever." Because the Rwandan Genocide was so fast and violent many Hutu and Tutsi people died. An ABC CLIO article <del>claims</del> that "Today, most Tutsi live as refugees in nations bordering Rwanda and within Rwanda, it is illegal to talk about ethnicity" Because the Tutsi people were targeted in the Rwandan Genocide many people had to become refugees. Encyclopedia Britannica <del>stated</del> that "Nearly 2,000 Hutus had been accused of playing direct roles in massacres that claimed approximately 500,000 Tutsi lives during a three-month span in the summer of 1994. Additionally, more than 85,000 Hutus had been incarcerated for other crimes related to the massacres." Post Rwandan Genocide, many Hutus were caught for being involved in the genocide and punished for it.

What role did the Rwandan Government play in defining genocide?

Students can describe how a Government’s role in genocide changed after the Rwandan Genocide. The Rwandan Government had a large role in defining genocide. A NewsELA article written by History.com clearly <del>elaborated</del> that, "The Yugoslav and Rwandan courts helped determine exactly what types of actions are genocide. They also clarified how punishments for these actions should be established." The Rwandan Genocide assisted in circumscribing how to know what genocide is and how to punish the people who went through with the Rwandan Genocide. An article on Encyclopædia Britannica <del>declared</del> that "The UN Security Council established separate tribunals, the International Criminal Tribunal for the Former Yugoslavia (ICTY) and the International Criminal Tribunal for Rwanda (ICTR), both of which contributed to the clarification of the material elements of the offense of genocide as well as of the criteria establishing individual criminal responsibility for its commission." The Rwandan Genocide's trials clarified who the perpetrator of genocide for future and previous genocides. In an informational article on History.com, History.com editors <del>wrote</del> that "In October 1994, the International Criminal Tribunal for Rwanda (ICTR), located in Tanzania, was established as an extension of the International Criminal Tribunal for the former Yugoslavia (ICTY) at The Hague, the first international tribunal since the Nuremberg Trials of 1945-46, and the first with the mandate to prosecute the crime of genocide." The International Criminal Tribunal for Rwanda was now connected to another genocide court, therefore, creating a larger role in determining what genocide is.
