Can also negotiate treaties. Still disputes over Presidents power because of vesting clause. Changes in removal of power/removal of president over time and how much power the President has overall. Some powers Presidents have claimed from vesting clause it execution of statues, certain foreign affairs and emergency powers. Emergency powers includes repelling invasions, and argued they should be able to wage war. Modern presidents have argued they should be able to use military force overseas without congressional approval. They can sign or veto legislation, but vetoes can be overridden by congress. Can pardon for federal offences. Discretion in enforcing laws. Power to recommend legislation to congress. Informs congress about the state of the union. Presidents don't have much leverage over the courts, but they can appoint and nominate judges to the federal bench. No vetoes on judicial decisions. Can create executive orders.
