I cropped the bottom edge to give emphasis to the tower.
I added contrast and lowered the lightning so that there is a bigger difference of colors between the sky and the tower.

I corpses the picture so it follows the rule of thirds emphasizing the big dark clouds from the right side  and the bright sunset in the left side.
I also lowered a little  bit the contrast, and then added some shadows and highlights, to finish I added some saturation to bring out the bright colors of the sunset.
