A run-on sentence occurs when two or more independent clauses (also known as complete sentences) are connected improperly.

A complete sentence indicates a punctuation mark at the end, the types of punctuations are full stops, exclamation marks, and question marks and also if you want a sentence to be a sentence it should be a complete thought, and should have a subject and a verb, but if it doesn't have those it is a sentence fragment.
