Protection and advocacy agencies (P&As) try to help inmates by using non-litigation and litigation advocacy. Non-litigation advocacy can include monitoring inmates with mental illness over the phone and working with politicians to create legislative reform efforts that will protect the rights of inmates. Litigation advocacy uses the 8^th Amendment, ADA, and the Rehab act to represent inmates in class action lawsuits.
