This would make it easier for smugglers to smuggle goods into the country without paying import taxes. Highway robber increased dramatically in the Early Modern Period due to many societal changes; one of which being the availability of hand guns and horses to the average person. This lead to an increase in highway robbery as people had easier access to the resources needed to pull off a highway robbery.

For example, on the 3rd of febuary 1794 2 smugglers stole 4 tubs of gin. Smuggling goods made taxes increase because the suppliers lose money; this would make people have to continue smuggling as the taxes would be getting higher and higher, making the products more expensive.

One factor that heightened the amount of smuggling that took place in the EMP was that during the war the government had less time to patrol around towns and keeping look out for smuggling because they were occupied in the war. It also increased because many people were reluctant to report smugglers if they saw them because it benefited people of towns. Finally, another reason would be that they began to travel in gangs.

A factor that has led to a rise in smuggling is the fact that in the early modern period they faced poor harvests. This meant that the crops produced were more valuable and so people would pay more for them and by the smugglers not having to pay import tax they would ake a huge profit. Due to taxes being rised by the government this meant that people wouldn’t see smuggling as a crime and so more and more people would get away with it and be encouraged to do it. This therefore led to an increase in smuggling. With the growing roads there were more places to rob people. Also, as carts from London travelled down these roads it allowed robbers to steal more luxury goods. Growing roads were built because of the increase of the amount of stage coaches.
